The Position

The Principal Project Controls Engineer assumes a governance role on the Project Review Committee and is responsible for ensuring all projects have an appropriate project controls plan, aligned with the risk profile for the project and with internal Roche guidelines. Ensures project goals are met using those established standards.  Applies the broad principles and best practices of Total Cost Management in the planning, execution and management of each project. Establishes and sets objectives for project/cost controls on each project, ensuring sound financial stewardship by developing strategies, forecasting resource needs, and identifying needed resources. Supports annual and long range capital planning with cash flow projections etc. Manages bi-annual accrual process in collaboration with Roche finance groups. Provides strategic leadership to continual process improvements, and supports internal and external audits. The Principal Project Controls Engineer also assumes a leadership role in the management of the Design & Construction Group’s partnership with service providers and ensures the partnership provides optimal value to Site Services in project cost, risk management, schedule and overall delivery. Oversees 3-4 cost engineers and the coordination with scheduling activities.

The Principal Project Controls Engineer performs independently and without appreciable direction. Exercises independent judgment in methods and techniques for obtaining results. Serves as consultant and advisor to internal management and as an internal/external spokesperson for the Project Controls group on projects on matters pertaining to its policies, plans, objectives and business operations.


  • Review and apply relevant procedures from the Roche Engineering Manual and internal department requirements
  • Adhere to and enforce Genentech policies and procedures relating to ethics and financial stewardship
  • Participate in the creation and review of both requests for information and requests for proposal and change orders
  • Conduct contract review and ensure project controls activities align with contractual obligations
  • Introduce quality improvements, efficiency improvements and cost reduction programs in order to ensure that the most effective “best practices” are in place
  • Produce detailed cost and progress reports across multiple capital approvals, requirements including accurate cost forecasts, capturing spent to date data, and progress analysis
  • Develop, maintain and manage to the project controls plans for each project. Works closely with the project manager, scheduler and project team to lead all portions of project controls including planning, earned value management, budget review, cost/schedule trend analysis/reporting, cash flow projections and change management
  • Manage project communications
  • Work closely with project managers to develop plans to mitigate budget risks as they arise on projects
  • Support project managers in project cost negotiations and change order review and negotiations
  • Leads the integration and accuracy of company ERP data with project controls tools data (Unifier)
  • Communicates project status to management regularly via formal meetings and reports
  • Direct and indirect supervision of Project Controls team members, both employees, consultants and outsourced services companies
  • Support annual/long-term goals and objectives as needed for Department/Group
  • Provide training to project managers and other Site Services team members on Engineering Manual requirements and project specific project controls requirements
  • Collaborates with Governance team in performing project controls policy audits
  • Conduct the recruitment and training of new project controls team members
  • Provide input to group leads in budgeting process (headcount, capital, and expense).
  • Regularly work with conceptual estimating department in supporting funding requests with risk analyses. Lead the development of conceptual cash flow reports to Capital Portfolio Management Group

    Qualifications: Education, Experience, Knowledge and Skills:

    (Minimum requirements)

  • Strong expertise in current/best practices project controls techniques including cost, schedule, scope, and risk management. Proficient in common project support processes including procurement, resource management, and project communication
  • 12-15 years’ experience in the construction industry, project controls consultancy, or as owner’s project controls lead  
  • Bachelor’s degree is required, preferably in engineering, construction management or business management, masters’ degree or quantity surveying degree an advantage
  • Staff management and consultant management experience required
  • Working knowledge of SAP financial/accounting environment
  • Expertise in project cash flow forecasting, tied to project schedule
  • Strong collaboration/teamwork focus and strong communication skills are required
  • Works well under tight deadlines

    (Preferred experience and skills)

  • Skilled in Unifier (Oracle) and Primavera suite of programs, Microsoft Project current and older versions
  • Experience in quantity surveying preferred
  • Some general PM experience and estimating and scheduling knowledge an advantage 
  • Experience in the biotech/pharma industry, including commissioning and validation activities, is preferred
  • CCP or EVP certification by AACE is a plus
  • PMP certification is a plus

    This position is based in South San Francisco, CA.  Some travel may be required.

    This position reports to the Director, Portfolio Management and Project Controls Groups.
