The Position

Description and Key Responsibilities

The VP/GM is the Director of the legal entity; Roche Singapore Technical Operations Pte Ltd. The duties and liabilities of Directors of Private Companies in Singapore are described in separate attachment.

The VP/GM for our Singapore site is responsible for ensuring the safe, efficient, cost-effective, compliant and quality manufacturing of Roche commercial drug substance. The individual will oversee all site activities.

The VP/GM is responsible for leading and overseeing the assigned plant's operations, management and staff, with direct and indirect reports of approximately 500 employees, or more, with total annual product manufacturing responsibilities typically over USD $1 billion in potential products sales

The VP/GM is responsible for all plant operations: including staffing of the plant, manufacturing, engineering, validation, facilities, technology, supply chain, warehousing, Environmental Health & Safety (EHS) and operational excellence.

The VP/GM is accountable for meeting the site’s production plans, on-time, on-target and within-budget, and in accordance with all safety, quality, compliance, regulatory, productivity and other performance metrics and targets.

The VP/GM is a member of the Global Drug Substance Leadership Team; and as such, plays a key role in defining, setting and implementing the long range vision, strategy, objectives of the overall network.

The VP/GM will collaborate with peer VP/GM’s to create a supply network that:

-- Enhances operational practice sharing and process governance

-- Facilitates bulk network optimization and workforce planning

-- Facilitates bulk capacity utilization

-- Creates a clear charter and performance measures

Responsibilities:

  • Drive and deliver business results; focusing on manufacturing processes that improve reliability, increase efficiencies, reduce cost, and enable sustainable and scalable growth
  • Drive and champion continuous improvement of the infrastructure necessary for the assigned PT Site to effectively and efficiently deliver against its vision, strategy, and objectives
  • Ensure an environment of consistent quality and compliance in all activities across the assigned PT Site
  • Set high standards of performance and ensure compliance across your team. Including ensuring team compliance with safety requirements, current Good Manufacturing (cGMP), Standard Operating Procedures (SOPs) and other documentation
  • Ensure that the assigned PT Site is global health authority inspection-ready at all times
  • As applicable, ensure uninterrupted supply to and coordination with other Network sites supporting high quality of products to patients
  • Review and approve all relevant documentation and ensure documentation supports a continuously inspection-ready state
  • Ensure that all activities are performed with 100% compliance to SOPs and cGMP standards
  • Define cross-functional PT Site annual and longer-range business strategies, objectives, plans, timelines and metrics and determine budgets, human resources matters and allocation of resources; ensuring agreement with internal customers, partners and other stakeholders. Including multi-year strategies for the assigned PT Site
  • Provide input for the development of overall Global Production/Manufacturing objectives and long-range goals for the relevant Global PT Network 
  • Lead development and maintenance of site policies and processes for all site strategies, plans and operations in alignment with global policies and processes    
  • Play the lead role in identifying areas requiring procedural and/or policy changes and make recommendations to other PT leaders, partners and other stakeholders to ensure continuous improvement
  • Cascade strategic and operational objectives, plans, metrics and assignments to your direct reports. Including annual goals, schedules and plans 
  • Guide or otherwise design, develop, implement and oversee execution against Site programs and other initiatives that enable your team to meet or exceed goals and objectives
  • Engage in external interactions to advocate and influence the development of industry best practices
  • Provide guidance to your team based on organizational goals and company policy
  • Ensure best-in-class performance of cross-functional site activities across your team 
  • Work with your direct reports to ensure resources are allocated according to global, regional and local priorities
  • Ensure effective resource plans are in place to meet schedules and goals. Monitor weekly and monthly goals and schedules and provide guidance as needed to your team
  • Manage operations at the assigned PT Site in close coordination and collaboration with Global PT Network partners in Quality, Compliance, Regulatory, Supply Chain, Engineering, etc., and support functions such as Human Resources, Information Technology (IT), and Finance to develop appropriate policies, procedures, goals, and metrics
  • Ensure that all applicable environmental, health and safety requirements are fulfilled to comply with corporate group policy and local legal requirements
  • Provide ongoing coaching and training to your team in addition to identifying their development needs in areas such as cGMP training, technical skills, safety and best practices
  • Foster communication and a sense of community across the PT Network
  • Ensure the assigned PT Site consistently meets its production plan, financial targets, and goals. With your team, regularly review production cycle times, schedules, and output to ensure conformance to targets
  • Report on departmental metrics
  • Collaborate with other PT groups in order to develop “best practice” solutions company-wide
  • Ensure appropriate Site representation on various projects, initiatives and governance bodies
  • Lead or participate in cross-functional Network team meetings, including process improvement and/or operational activities
  • Act as a primary driver of continuous improvement for the site and across global PT Network teams 
  • Ensure current, appropriate and thorough SOPs are in place when/as required
  • Ensure specifications and methods are maintained in line with regulatory and business requirements
  • Ensure the integration of environmental health, safety and security into business processes, systems, and programs while reporting safety and environmental incidents, including injuries, illnesses, and safety suggestions within your functional area
  • Promote a safety culture that supports continuous improvement in the Environmental, Health and Safety system; ensuring the safe and efficient operation of cross-functional site activities. Foster a positive safety culture in which no one gets hurt
  • Complete other duties as required from time to time

Qualifications  

Requirements:

  • Bachelors Degree (life sciences, engineering or business disciplines preferred)
  • Graduate Degree is preferred (life sciences, engineering or business disciplines preferred)
  • Ability to travel domestically and internationally (15 - 25%)
  • 15 or more years' related professional experience in the biotech or pharmaceutical industry (manufacturing, supply chain, engineering, project management, facilities management, operational excellence etc.). Multidisciplinary experience is strongly preferred
  • Biopharmaceutical manufacturing management experience at a senior level is strongly preferred
  • 8 or more years' previous people management experience. Experience managing cross-functional operations and staff. Several years’ experience managing direct and indirect reports. Previous managerial experience includes leading and overseeing large workforces (>100 individuals)
  • New product launch experience
  • Experience planning, leading and overseeing large capital projects (ideally within the biotech, pharmaceutical or related industry)
  • Has successfully led large-scale business planning processes, to include development and implementation of such plans, goals and metrics
  • Has successfully led process and other continuous improvements
  • Considerable previous experience successfully interacting with management at all levels, across the enterprise.
  • Clear and concise communicator, willing to take a stand and intelligent, informed risks. Demonstrates a track record of consistently appropriate business judgment and decisions
